Check where that cold radiator connects in the basement or where ever. If another radiator gets heat from the same common pipe and one returns to a common pipe, then that radiator must not have flow. Do you get a good stream from the highest one? If you are getting enough flow to feed that squirt, it doesn't mean you are getting enough to heat it up. Have someone bleed it while you change valve positions. I would guess that your valve is bad. If you have an old globe type valve it should go in and out and stop turning. A modern ball valve might rotate all around.
