Sounds like one of those "urban myths" to me. Remember that radiators work off latent heat of condensation. The condensate is about the same temperature as the steam so it can't cool it much. Night setback with a pocket of water etc might help. Plus steam under pressure can get to where water can't get out of (like cracked valves). Like not using compression fittings for oil lines, air leaks in but oil won't leak out showing a leak.
