The 'valve' is the valve in the pipe coming into the radiator, the 'air vent' is the little chromed fitting on the far side away from the valve on one-pipe steam. I assume you pulled the vent and the radiator works ok. Just because it's new doesn't ensure that it is good for sure. Unscrew one from a radiator that works ok and try it. Make sure it is upright. You should be able to blow a bit of air through the new vent. If it is an adjustable valve rotate the collar until you have the largest hole open.
