Cast-iron baseboard sections are connected by a tapered sleeve (push-nipple) squeezed between sections. The nipple has permitted water to pass, so the nipple or the casting is damaged at that point. Call a plumber to remove, disassemble, inspect and reseal the radiation. Putting sealant in the hole can also send the sealant back into the boiler water to seal something else.
