Minimum Gas Pressure at the Burner

I have a 200 HP Cleaver Brooks steam boiler,Natural Gas, working at 110 PSI.
I need to figure out minimum gas pressure at the burner.
Currently I have Max 5.2 in.wc and Min. 0.2 in.wc.
at High and Low fire respectively. And boiler still
cycling on low fire, when load demand is minimum.
